The rebate program is mandated for Missouri investor-owned utilities, such as Evergy, as part of Missouri's Proposition-C referendum. Proposition-C requires investor-owned utilities in Missouri to provide a specified percentage of energy sold to be derived from renewable resources. It also included a provision for solar power rebates. The Renewable Energy Standard statute for Kansas does not include provisions for a similar solar rebate component.
